   Foster L. “Dutch” Mills died Tuesday, February 21 at his home in Ten Seep.  He was 78.

   Mills was born October 5, 1933, he marries Mabel C. Bonine in Billings.  Following his marriage, the couple homesteaded on the Blue Bank and at Buffalo Creek.  They moved to a ranch on the mountain and lived there year-round from 1936 to 1939.

   Mills was a 40-year director of the Big Horn REA and had served on the North West District Farm Bureau board of directors for several years.  He had been a Washakie County commissioner and had served on the Washakie Memorial Hospital board of directors.

   He was a former school board member of the Ten Sleep School District and had been on the Ten Sleep Rodeo Board.  At the time of his death, he was a member of the Ten Sleep Cemetery District.  He had also been a longtime member of the Washakie County Selective Service Board.

   Mills was a member of the Ten Sleep Methodist Church: a member and Past Master of Ten Sleep Masonic Lode No. 45: a member and Past Patron of Signal Cliff Lodge No. 49, order of the Eastern Star and Kalif Shrine Temple in Sheridan.  He was elected an honorary member of the Ten Sleep FFA.

   His hobbies included horses, hunting and fishing, ranching and visiting with friends.

   Survivors include his wife of Ten Sleep; one son, Harry Mills of Ten Sleep; two daughters, Mrs. Robert (Judith) Gripp of Buffalo and Mrs. Bruce (Marsha) Carter of Issaquah, Washington; three sisters, Hester Dowler of Casper, Mrs. Jake (Alice) Schneider of Worland and Mrs. Bing (Ethyl) Helgeson of Las Vegas, Nevada and nine grandchildren.

   The casket will be open at the Ten Sleep Methodist Church from 11 a.m. to 1:30 p.m. Saturday.  The service is scheduled at 2 p.m. Saturday at the Ten Sleep Methodist Church, with Rev, James Heikes officiating.  Burial will be in the Ten Sleep Cemetery with the Ten Sleep Masonic Lodge conducting a graveside Masonic service.

   Memorials may be made to the Ten Sleep Ambulance Service in care of the Ten Sleep Hall in Ten Sleep.  Veile Mortuary is in charge of arrangements.
